TotalEnergies signs Venezuela oil-sector cooperation memorandum

TotalEnergies ($TTE) and Venezuela's state oil company PDVSA signed a memorandum of understanding on hydrocarbon cooperation in Caracas. Venezuelan officials presented the agreement as part of efforts to attract international investment into the country's energy sector. The announcement establishes a new cooperation framework involving the French energy group, rather than a disclosed acquisition of PDVSA or a specified operating asset.

The reports did not identify individual projects, investment amounts, production targets or a development timetable. Those omissions limit what can be inferred about the potential financial contribution to TotalEnergies. The memorandum should not be treated as a quantified capital-spending commitment, confirmed additional oil output or guaranteed revenue. Further project-level disclosures would be needed to assess its commercial scale.
